Karnataka Partners with Jupiter Meta to Create Research-Based Startup Policy Manifesto

The Government of Karnataka has signed a Memorandum of Understanding (MoU) with Jupiter Meta to launch India’s first research-driven startup policy manifesto. The initiative will collect structured feedback from the state’s startup ecosystem and use it to shape future policy decisions.

With this step, Karnataka becomes the first state government in the country to adopt a systematic, data-backed approach to policy formulation by directly engaging startup founders, investors and students, the release said.

The MoU was signed by the Department of Information Technology and Biotechnology to conduct a comprehensive, privacy-first research initiative. The project will use Jupiter Meta’s autonomous research platform, Hercules, to gather insights from more than 2,000 stakeholders across the startup ecosystem.

According to officials, the initiative aims to collect real-time feedback on key policy areas including funding access, regulatory frameworks, talent retention and infrastructure needs for startups in Karnataka.

Announcing the development on social media, Karnataka’s Minister for Electronics, IT/BT and Rural Development & Panchayat Raj, Priyank Kharge said the study will help refine the state’s startup policies. “This research study will directly listen to founders, investors and students to capture their feedback — and will enable an evidence-led approach to refine our startup programmes and accelerate high-quality startup growth across Karnataka,” he said.

Under the agreement, startup founders and venture capitalists in the state will be invited to participate directly in the creation of the startup policy manifesto through the platform.

Commenting on the partnership, Manasa Rajan, Co-founder and CEO of Jupiter Meta, said the initiative reflects a new approach to policymaking. “For the first time, policy will not be written in conference rooms; it will emerge from the lived experiences of thousands of founders building India’s future,” she said. She added that the initiative will help bring “the Data Dignity Movement in governance.”

The collaboration also emphasises data privacy. The research platform uses technologies such as zero-knowledge proofs and blockchain verification, allowing founders to share insights while protecting sensitive or competitive information.

Hercules connects brands and researchers with verified consumer insights through its SuperJ survey network of more than 20 million users. Its enterprise clients include Asian Paints, ICICI Bank, Hindustan Unilever, State Bank of India and Amul.
