States Target 1.1 Mn GCC Jobs by 2031: CBRE

States with GCC policies target 1,380 new Global Capability Centers and 1.18 million jobs by 2031, according to CBRE.

Indian states with Global Capability Centre (GCC) policies are targeting more than 1,300 new GCCs and over 1.1 million jobs by 2031, according to CBRE South Asia’s report The Policy Advantage: Powering India’s GCC Growth.

Karnataka, Maharashtra, Haryana, Uttar Pradesh, Gujarat, Rajasthan, Madhya Pradesh and Andhra Pradesh have introduced dedicated GCC policies. Telangana and Delhi have also adopted policy frameworks, while Kerala has proposed a draft policy. Tamil Nadu has introduced incentives for GCC employees.

The states covered in the report are collectively targeting around 1,380 new GCCs and 1.18 million additional jobs between 2029 and 2031. Karnataka is targeting around 500 new GCCs and 3.5 lakh jobs by 2029, while Maharashtra is targeting around 200 centres and 4 lakh jobs by 2030. Rajasthan aims to add more than 200 GCCs and 1.5 lakh jobs by 2029.

Gujarat is targeting more than 250 new GCCs and over 50,000 jobs by 2030. Kerala’s draft policy targets around 80 GCCs and 1.6 lakh jobs, while Haryana, Madhya Pradesh and other states have also set GCC and employment targets.

GCCs leased more than 123 million sq. ft. of office space across India’s top nine cities between 2022 and H1 2026. Their share of total office leasing increased from around 29% in 2022 to around 43% in H1 2026. Technology accounted for 23% of GCC leasing, followed by BFSI at 22% and Engineering & Manufacturing at 16%.

Ram Chandnani, Managing Director, Leasing Services, India, CBRE, said, “State policy frameworks are increasingly translating into real, on-ground real estate demand. As more states introduce dedicated capex support, payroll incentives and faster regulatory clearances, we are seeing this reflected directly in leasing activity.”

He added that GCC leasing could increase across established and emerging markets as states compete on execution and infrastructure readiness.

Bengaluru led GCC leasing with more than 51 million sq. ft. between 2022 and H1 2026, accounting for around 42% of the national total. Hyderabad followed with over 24 million sq. ft. and a 20% share. Chennai, Delhi-NCR and Pune each recorded more than 13 million sq. ft., contributing around 10–11% each.

Mumbai accounted for nearly 5 million sq. ft., or around 4% of national GCC leasing, and remained the preferred destination among BFSI occupiers.
